A Voice Through The Window

I was working on my computer one afternoon and through the window that I work beside came a clear voice from just outside. I was on the top floor with no one near. This (voice) went from nothing to almost screaming, but clear as a bell.

I had never heard anything like this before and it terrified me for years. There is always a screaming, annoying voice of a girl and a man, but it seems quite negative.

I still get these voices on and off, but very muffled now before I go to sleep. I have often asked the name, but the answer is always "I cannot tell you"

Who exactly is this and what are (they) trying to say?
