The answers from your pendulum come from you higher self, or another spirit such as your spiritual guide to whom you are directing the question.
Since your pendulum concerns yourself, questions about someone else are inappropriate.
Therefore, you will not receive correct answers regarding another person unless it is in your best interest to know. For example, if you are in a relationship with someone and the questions regarding that person also involves yourself, then it is appropriate and you may receive an answer.
You could also ask, "Is it for the highest good for me to know the answer?" or "Am I ready to receive this answer?"
But, you will not receive an answer regarding what someone else is going to do.
